What the Great Lakes-St. Lawrence River compact does

(AP) — The Great Lakes-St. Lawrence River Basin Water Resources Compact would:
Prohibit new or expanded water diversions outside the natural drainage basin except under limited circumstances.
Allow diversions to counties that straddle the boundary only if conditions met and all eight states approve.
Require each state to regulate new and expanded, large-scale water withdrawals based on regional standards.
Require each state to develop a conservation plan.
Require that water withdrawn but not consumed be returned to the same watershed after use.
Require states to develop water inventories, monitor effects of withdrawals.
Establish a regional council to hear disputes, collect information.
Allow lawsuits alleging failure to comply with compact.
