Governor's water quality review taking far longer than expected

INDIANAPOLIS (AP) - A review of Great Lakes water quality laws has taken twice as long as anticipated and still is not complete.
The review was ordered in August by Indiana Governor Mitch Daniels amid a public uproar over a permit allowing BP to boost pollution discharges into Lake Michigan.
Daniels asked for the review to be completed within six weeks.
But 12 weeks later, project leader James Barnes said he could not predict when the study will be done.
Barnes is the former dean of Indiana University's School of Public and Environmental Affairs.
He says the complexity of the federal and state laws that govern Great Lakes water quality and permitting -- and the breadth of the review requested by Daniels -- makes the project daunting.
